AMSTERDAM — The top U.N. climate official says military budgets could be diverted to help check global warming, which threatens to destabilize nations, encourage mass migrations and heighten security risks.

Christiana Figueres, head of the UN climate change secretariat, says the world's military budgets grew by 50 per cent in the first nine years of this century.

She says that rather than continue growth in weaponry, countries should consider a "preventative military budget" to help reduce global carbon emissions.

Figueres told the Spanish Congress of Deputies in Madrid on Tuesday that the growth in military budgets could pay for much of the money needed to help unstable countries protect themselves from global warming.
